Can one adult travel with two babies?

Yes, but as an adult can have only one infant sitting on her or his lap, a child’s ticket needs to be purchased for the other baby. 

A twin pram can be transported free of charge as long as it doesn’t exceed the measurements of 90cm x 75cm x 45cm (35in x 30in x 18in) and doesn’t weigh more than 23 kg (50lb).
