Entry requirements to Russia

The Russian authorities have introduced requirements for customers arriving in the country.

Please note that the entry restrictions are subject to change on a short notice. As a traveller you are always responsible for ensuring that you fulfill the requirements of your destination and possible transit country.

Nationals of Russia and holders of valid residence permits issued by Russia are eligible to enter the country without restrictions, but there are restrictions in place for foreign travellers arriving in Russia. Below you can find more information on the current entry requirements. You can also contact the nearest Russian Embassy to find out if you are eligible to travel to Russia 

  • You are eligible to enter Russia from Finland, if you are:
    • a Finnish national or a resident of Finland. 
    • a Russian national or a resident of Russia.
    • As a Finnish national or a resident of Finland you are currently eligible to enter the country, but you are required to have a valid sticker type visa for travelling to Russia.
    • If you are a resident of Finland but a nationality of a country that does not require a visa to enter Russia, there is no need to obtain a visa.
  • If you are a national or a resident of Russia, you are eligible to enter Russia from any country.  

  • If you are a national or a resident of any other country than Finland, you can enter Russia only on a direct flight from the country of your citizenship/residence. This means that if you are a national or a resident of some other country than Finland, you cannot travel to Russia via Finland. Only nationals and residents of Finland, and nationals and residents of Russia, can travel to Russia from/via Finland.

  • There are some exceptions, which enable other nationals to travel via Finland to Russia; such as travelling for medical treatment in Russia, accredited diplomats, highly qualified sports teams participating in sports events, certain highly qualified professionals, close family members of Russian nationals (only spouses, parents and children). If you fall into one of the exemption categories, you can travel to Russia via Finland, regardless of your nationality. This is provided that you have documents to prove that you belong to the exemption category and a valid visa, if you are of a nationality that requires a visa to enter Russia.

  • Please note that E-visa issuance is currently suspended, you will therefore need to obtain a normal sticker type visa from a Russian Consulate, if you are not eligible to enter the country without a visa.

All customers travelling to Russia or transiting via Russia to a third country, are required to have a negative corona-PCR test result taken earliest 72 hours before departure.

  • The certificate must be written in English or Russian.
  • The requirement does not apply to you if you are a Russian national.
