Travelling via Finland

Transit restrictions may apply when you travel via Finland.

Please note that entry restrictions are subject to change on a short notice. As a traveller you are always responsible for ensuring that you fullfill the requirements of your destination and possible transit country. You can find the latest entry restrictions via local authorities’ website and appropriate consulate or embassy.  

Countries have been divided into categories. The category indicates if you can travel via Finland without any restrictions or whether restrictions apply.  

Please note, that the Finnish Border Guard updates the country specific status once every two weeks, based on the number of coronavirus incidents in each country, which may change the status and category for the countries.  

Depending on your origin and destination countries, please prepare for extra border controls at the airport when transferring to your connecting flight. 

Schengen countries with normalized border traffic 

Schengen countries with normalized border traffic are those with a coronavirus occurrence rate of less than 25/100 000 inhabitants. You can check the normalized border traffic countries from the Finnish Border Guard’s website

Non-Schengen EU countries with normalized border traffic 

Non-Schengen EU countries with normalized border traffic are those with a coronavirus occurrence rate of less than 25/100 000 inhabitants. You can check the with normalized border traffic countries from the Finnish Border Guard’s website

  • You may travel via Finland without restrictions. 
  • You will go through border control when arriving at Helsinki Airport.  
  • Please make sure you have the required travel documents with you.

Non-Schengen non-EU countries with normalized border traffic 

Non-Schengen non-EU countries with normalized border traffic are those with a coronavirus occurrence rate of less than 25/100 000 inhabitants. You can check the non-EU countries with normalized border traffic from the Finnish Border Guard’s website.

  • You may travel via Finland without restrictions if you are a resident of one of the non-Schengen non-EU countries with normalized border traffic and arrive from that country. 
  • You will go through border control when arriving at Helsinki Airport if your destination is in Finland or you are continuing to another Schengen country.  
  • Please make sure you have the required travel documents with you.

Restriction category 1 

Restriction category 1 countries are Schengen and EU countries with a coronavirus occurrence rate of more than 25/100 000 inhabitants, and you may travel via Finland with some restrictions. You can check the restrictions category 1 countries from the Finnish Border Guard’s website.

Transiting via Finland is allowed for: 

  • Nationals of EU or Schengen countries and their family members. 
  • Third-country nationals residing in another EU or Schengen country with a valid residence permit 
  • If you are staying in Finland for less than 72 hours and you are holding a certificate of a negative coronavirus test taken earliest 72 hours before arriving in the country, a second test and voluntary quarantine are not required. 

Restriction category 2 

Restriction category 2 countries are non-Schengen and non-EU countries which are not included in the list of non-Schengen non-EU countries with normalized border traffic travelling via Finland is very restricted from these countries. You can check the restriction category 2 countries from the Finnish Border Guard’s website

Transiting via Finland to another EU/Schengen country is allowed providing: 

  • You are a national or a family member of national of an EU/Schengen country and returning to your country of residence.
  • You are a third-country national residing in another EU or Schengen country holding a valid residence permit and returning to your country of residence 
  • If you are a national of a non-EU/non-Schengen country, not residing in an EU/Schengen country, the following applies: 
    • You can travel via Finland to another EU/Schengen country only if you fulfill one of the coronavirus entry exceptions granted by your EU/Schengen destination country (and possible transit countries). 
    • You have a confirmed booking on the first possible flight to that country. 
  • If you are staying in Finland for less than 72 hours and you are holding a certificate of a negative coronavirus test taken earliest 72 hours before arriving in the country, a second test and voluntary quarantine are not required.

Coronavirus testing at Helsinki Airport 

The Finnish health authority has decided that all customers arriving at Helsinki Airport from countries, from which there are entry restrictions to Finland, will be subjected to coronavirus tests from 8 January 2021. You are not required to go through the test at Helsinki Airport if you have a transfer flight from an international flight to another international.

Testing is not mandatory, but you are highly recommended to undergo a test if you have a transfer flight from an international flight to a domestic flight or if you are travelling to Finland. You are not required to wait the test result at the airport. You will be informed about the results afterwards.

We guide you through the transfer at Helsinki Airport 

We do our best to make the transfer experience at Helsinki Airport pleasant and smooth for you. After you arrive in Helsinki, we guide you to remain in the transit area. If you exit from the transit area, you are required to follow restricted border controls in Finland. Please check more information for travelling to Finland here.

The authorities at your destination, or transfer country, may ask you to show proof of the route you have travelled. Please have a copy of your itinerary with you and save your boarding passes from all flights. 

It is a good idea to reserve some extra time to proceed to the gate of your connecting flight. You can check the departure gate for your next flight through airport monitors. At Helsinki Airport all flights depart from the same terminal building.
