Are flights within Finland temporarily exempt from VAT? What does it mean and what services does it apply to?

The Finnish Government has decided to temporarily remove the value added tax (VAT) of 10% for passenger transportation and related services sold on 1 January–30 April 2023, meaning the normal 10% VAT will be 0% during that time. 

This applies to: 

  • domestic flights within Finland; 
  • domestic portion of the journey when having an international connecting flight from Helsinki Airport with at least a 24 hours’ stopover in Helsinki Airport; 
  • certain travel extras such as seats and extra baggage on domestic flights. 

The VAT removal does not apply to travel extras that normally have a different VAT level than 10%, such as internet or lounge access and pre-order meals. 

Applicable flight tickets and travel extras purchased between January and April 2023 are exempt from VAT regardless of your travel dates. However, it is good to note that making changes to your reservation after 30 April may cause VAT to be charged. 

Removal of the VAT will be reflected in all channels where Finnair’s tickets and travel extras can be purchased, and it does not affect flight ticket fares in other ways. The pricing of our tickets is dynamic and prices can vary from day to day.
