With immediate effect Finnair will monitor all transactions to detect booking and ticketing abuses. Finnair reserves the right to inhibit access to its inventory and/or to issue Agency Debit Memos or invoices for practices not in line with this policy and IATA resolution “Consequences of Violation of Ticketing and Reservation Procedures” as well as correct handling of Reservations-Travel Agent´s Hand Book-Code of Conduct.
Currently Finnair is targeting especially the following violations:

Finnair introduces credit card fees in selected countries for flight tickets as of 17th June, 2013. Credit card fee is already in use in Finland, the Netherlands, UK, Switzerland, Germany, Belgium and Australia. It is also collected in Finnair offices and on finnair.com.
Credit card fees starting June 17th:
The amount of the credit card fee is added to the total amount of the flight ticket (including YR fees and taxes) and is based on the point of sale.
Credit card fee information is filed to GDSs as an OB fee, so basically the collection is totally automated.
Questions and answers:
is Finnair doing this?
Credit card companies charge airlines (and any other business) for credit card purchases. The credit card fees are designed to cover these costs, and most European airlines have credit card fees already in place in most European markets. We also offer a free of charge payment option with Visa or MasterCard debit card.
any fares that are excluded from the surcharge, e.g. corporate fares or group
If the form of payment is a credit card, the fee applies to these fares, too. Infant tickets are excluded from the credit card fee.
Does the surcharge also apply for codeshare or interline partner flights?
The credit card fee is collected always when the travel is issued on a Finnair ticket stock (105).
the charge apply only to tickets or also to other transactions paid by credit
card (excess bag, date change, etc.)
Credit card surcharge applies only to the first issue of the ticket. All later changes are not being surcharged.
is the surcharge visible for the customer?
The credit card fee is displayed separate on the electronic ticket receipt.
the surcharge refundable?
Only when the ticket is fully refunded and no penalties for the refund are collected. Currently the industry standard does not allow the travel agencies to refund any OB fees, so the airline should be contacted in these situations.
Is the fee per ticket
or per purchase?
It is per ticket.
